Biography

Primary Responsibilities: ISSS services and operations; general immigration policy; federal F and J recertifications

Andrew ('Andy') joined Brown in September 2025 as the Director of International Student and Scholar Services (ISSS). Andy is responsible for overseeing ISSS services and operations, and supporting the ISSS team. Andy also is responsible for managing University compliance and certifications under the F-1 and J-1 visa programs. He monitors ongoing changes to U.S. federal immigration policy, and works with campus stakeholders to strategize ways to support the international student and scholar community at Brown.

Andy has been working within the field of international services and international education for nearly twenty five years. Immediately prior to joining Brown, Andy served as Director of Services for International Students and Scholars at the University of California, Davis, as well as Director of the International Center at Tufts University in Medford, Massachusetts. He has also held appointments at the University of Oregon, Seattle University, New York University, and Columbia University. He has volunteered actively in NAFSA: Association of International Educators and presented at numerous regional and national NAFSA conferences on topics relating to immigration compliance, international student and scholar advising, equity and inclusion, and related topics.

Andy holds a bachelor's degree in Foreign Service from Georgetown University and master's degrees in regional studies as well as comparative education from Harvard University and Columbia University, respectively. He is an inveterate dabbler in languages, including Japanese, Mandarin Chinese, German, Italian and Korean.
